MANAMA, Bahrain — As the Kingdom enters 2026, the human resources landscape is no longer defined by traditional administrative support but by a high-stakes alignment with the Economic Vision 2030. With the recent launch of Tamkeen’s 2026–2030 Strategy, HR planning has become the central engine of Bahrain’s non-oil economic growth, focusing on “Agentic AI,” qualitative nationalization, and digitized payroll governance.

The Strategic Core: Tamkeen’s New Five-Year Cycle

In February 2026, the Labour Fund (Tamkeen) unveiled its sixth strategic cycle, marking a qualitative shift in how the government supports the workforce. Unlike previous years where support was distributed broadly, the new strategy is “vertically integrated.” HR planners must now align their talent acquisition with “priority sectors” that offer high economic value.

Digitized Governance: The Enhanced Wage Protection System (WPS)

Perhaps the most significant operational hurdle for HR in 2026 is the full enforcement of the Enhanced Wage Protection System. As of February 2026, the “Advanced WPS” has gone live, mandating that all private sector salaries be processed exclusively through regulated electronic platforms.

For HR planning, this means:

• Zero-Direct Transfers: Traditional bank transfers or cash payments are legally obsolete.

   

• Mandatory Monthly Filing: Even if payroll remains static, a monthly submission to the LMRA portal is required.

   

• Integration with Bahrainization: The LMRA now uses real-time WPS data to verify Bahrainization quotas. If a Bahraini employee’s salary falls below the sector-specific threshold (often BHD 250), they are automatically excluded from the company’s quota recognition.
